The Predictable Power Coalition believes a fixed charge is vital to ensuring equity on our path to a clean energy future for all. That is why we are supporting state leaders’ efforts to modernize the way utilities charge for electricity and reduce costs to the state's most vulnerable families.
On May 9, 2024 the CPUC voted to approve their proposed decision on fixed charge.

As a group of Californians committed to bringing relief to those who need it most, we support a fixed charge because it:

Supports Price Stability – Makes monthly bills more predictable.
Reduces Low-Income Customer Bills – Lowers monthly bills for average lower-income customers. 
Increases Transparency – More clearly highlights what customers are paying for.
Helps Support Our Clean Energy Future – Lowers volumetric energy rates for all customers supporting a more affordable and equitable transition to our clean energy future.

How did we get here?

In 2022, the Governor and state leaders mandated the California Public Utilities Commission to implement a fixed charge to charge customers for the upkeep of the grid, while reducing costs for those who need it most.

“The fixed charge shall be established on an income-graduated basis with no fewer than three income thresholds so that a low-income ratepayer in each baseline territory would realize a lower average monthly bill without making any changes in usage.”
– Legislation signed by Gov. Gavin Newsom, June 30, 2022.

What is Predictable Power?

A fixed charge modernizes the way residential customers pay for electricity and the upkeep of the grid through a monthly fixed charge to provide more transparency, more predictability and to help low-income customers.

What does this mean?

Greater Price Predictability

Costs to fund the operation and maintenance of the electric grid will be a fixed charge that does not change from month-to-month.
A smaller percentage of a customer’s bill will be impacted by spikes in energy use due to extreme weather events.
Brings a bill reduction for low-income customers, with even greater savings available as more households electrify.

Increased Transparency

WILL NOT result in additional profits for investor-owned electric utilities (IOUs).
WILL NOT impact customer choice for energy through community choice aggregators.
Customers WILL be able to see exactly what they are paying for enabling informed energy use decisions to save money.

Lower Costs for Struggling Families

Lower monthly bills for average lower income customers.
Low-income families can see bill savings, with additional savings as they electrify.
The approach restructures the way the maintenance and operation of the grid is funded so that everyone pays their fair share.  

Fixed Charge Tiers

As outlined in the CPUC decision. Implementation will being Q4-2025/Q1-2026.
Tier 1
About $6/month
Customers enrolled in the California Alternate Rates for Energy* program shall pay the lowest discounted fixed charge.
Tier 2
About $12/month
Customers enrolled in the Family Electric Rate Assistance* program or who live in affordable housing restricted to residents with incomes at or below 80 percent of Area Median Income shall pay a discounted fixed charge.
Tier 3
$24.15/month
All other customers will pay a fixed charge $24.15 per month.**
The volumetric rate decreased by approximately 10-13%.
*Participants qualify by meeting income guidelines or enrolling in certain public assistance programs.
**The CPUC decision used as a benchmark the current $24.15 fixed charge used by the Sacramento Municipal Utility District (SMUD), which may change over time.

Facts

Despite the many benefits the fixed charge brings, such as providing more transparency, more predictability and more help to low-income customers, some are pushing misleading information.  These are the facts:

FACT: The fixed charge will not require income verification – Existing programs like CARE and FERA already establish income eligibility through enrollment in programs like MediCal and SNAP or through a voluntary income self-attestation process. Customers who do not qualify for these programs will not be required to provide income verification.
FACT: The fixed charge is not an additional cost to electric bills – Costs to maintain the electric grid and fund public programs are already included as part of electric bills. The fixed charge changes the way electric bills are structured so customers pay a fixed charge for certain costs, such as infrastructure that connects all customers to the grid. This fixed charge will lower the energy rates that customers pay for costs that vary month-to-month usage, providing greater bill predictability.
FACT: The fixed charge will not increase profits for investor-owned utilities – The fixed charge will not change investor-owned utilities’ overall revenue or cost recovery and will not increase profits.
